Due to the fallout over discovered human radiation experiments done in the name of the Manhattan Project and Health Physics, in 1994 President Bill Clinton created the ‘first’ National Bioethics Advisory Commission (NBAC) and appointed the president of Princeton, Harold T. Shapiro, to be its Chairman. http://bioethics.georgetown.edu/nbac/about/nbacroster.htm

The NBAC was charged with organizing an educational infrastructure for govt, professional, public, and non-federally funded professionals as part of its responsibilities, with annual report submissions to be issued through the Dept. of HHS http://bioethics.georgetown.edu/nbac

In 2001, President G.W.Bush created his own Council on Bioethics
